The common wealth state of Pennsylvania is set to become the third state to put a time restraint on food stamp recipients. The S.N.A.P program in the state has come under scrutiny after an overwhelming amount of individuals have been found guilty of recieving benefits they did not deserve. A staggering $1.6 million dollars in benefits are now owed back to the government from fraudulent cases throughout the state. The state legislature and committees have been meeting on the issues dealing with food stamp fraud and have come to an agreement that its time to change laws. The new food stamp guidelines will include random home checks, employment placement procedures and time limits as to how long a person may stay on the program. A spokesperson from the board has stated:
"The home checks we are hoping, will keep people from not listing partners that share in house hold responsibilities like the rent, morgage, utilities ect. since in reality anyone helping pay for amenities is to be listed on the application as well to determine as part of the household income".
The new time frame outlined in the laws will grant a 2 year period for any household to recieve benefits after which the household must be off the program for 1 year before they are eligible to reapply or be listed on another persons application for benefits.
"We are hoping that the time limit will give recipients the initiative they need to help better themselves financially and to become self sufficient rather than depending on the program as a crutch which it is not intended to be. We understand all circumstances are different and do have stipulations in place for individuals who cannot work due to physical or medical reasons."
As for those who are able to work, benefit recipents will now be required to actively look for employment and keep a log with the local welfare office. Low income families will have access to schooling options and will be required to seek better employment options if their pay is less than $15/hr and all attempts again must be reported to the welfare office. Failure to comply to these new regulations will result in cases being dismissed and a loss of benefits. What do these changes mean for individuals already on the program? When the changes go into effect in February 2018 this means everyone who is already on the program will be required to reapply and begin their 2 year timeframe. So far Pennsylvania is the third state to put a time restraint on food stamp reciepients and will be treating them much the same as those who recieve cash assistance.

whale spotted in illinois river
A humpback whale was spotted near Morris IL in the Illinois River today. The sighting comes just days after 2 Great White Sharks were seen frolicking in the same area. While not impossible, it does seem unlikely. It is thought that the whale may have followed the sharks as they sometimes do in the wild. The whale would of had to travel over 1250 miles to get to this location. The Marine Biologist Association will be in town for a full investigation. Until we have answers, we are asking folks to keep their pontoons and fishing boats docked.

two great white sharks found swimming in mississippi river near saint louis, missouri.
While it is not entirely impossible, it is incredibly uncommon for salt water dwelling creatures to stay for lengthy periods of time in fresh water. However, two Great White Sharks have managed to survive the trip and make their way up the Mississippi River somehow. Believed to have started as a mating couple, the two are assumed to have swam the 920 mile journey from the mouth of the Mississippi River that is connected to the Gulf Of Mexico. Officials in Saint Louis have contacted the Missouri Conservation Department and will likely have a team in the river soon to capture the two lost sharks.
